None of this is bureaucratic theatre. The reviewer is matching a name and a face against the account that will receive money, and a photograph that makes that easy is a photograph that clears fast.
The Name Rule Nobody Reads Until It Bites
PAGCOR-licensed operators reject third-party accounts. Not discourage — reject. Your JL3 account, the ID you verify with and the GCash, Maya, GoTyme or bank account you cash out to must be one person, and that person must be you and 21 or older.
